- ItemA new model of urban development in Latin America: The gated communities and fenced cities in the metropolitan areas of Santiago de Chile and Valparaiso(ELSEVIER SCI LTD, 2007) Borsdorf, AxelOver the last decades, in the main Chilean cities the development of residential quarters with restricted access increased remarkably. This trend has occurred parallel to the construction of various features that significantly modified the organization of urban space: privatised highways, large retail centers and enclaves of advanced services. This article analyses these elements on the basis of geographical information systems. This makes it possible to demonstrate different kinds of urban fabric and their impact in a comparison of the two largest metropolitan areas of Chile. As similar structures and processes are reported from other Latin American countries, it seems that urban development has reached a new structural phase: after the compact colonial city, sectoral pattern and bi-polar city fragmentation are the key words to explain the internal pattern of Latin American cities. Thus, the findings of the study present a new model of the development of Latin American cities. (C) 2007 Elsevier Ltd. All rights reserved.

Fortunately, in Spain the national Cartographic System for Flood Areas (SNCZI) partially compensates for the deficit, calculating the probability of these natural phenomena. The present paper describes the number, location and characteristics of the homes exposed to flooding in Extremadura. The methodology used in the study reveals in great detail the clandestine homes built on land not apt for urban development (via scans and visual detection techniques using the available series of ortho-rectified aerial photographs), particularly those at flood risk (determined by SNCZI cartography). This reveals deficiencies in risk management and land use. Also, the information leads to the conclusion that current action from the Administration is ineffective in preventing any risk of flooding, and that the risk is known, but ignored.

- ItemNew dimensions of social exclusion in Latin America: From gated communities to gated cities, the case of Santiago de Chile(ELSEVIER SCI LTD, 2008) Borsdorf, Axel; Hidalgo, RodrigoOver the last 30 years, one can perceive growth towards sociospatial exclusion in Latin American cities with more than 80,000 inhabitants. Gated communities, hermetically sealed off from their surrounding neighbourhoods by walls and sophisticated security installations, have emerged in nearly all Latin American cities. It started with the closure of streets, went on with the construction of high-rise apartment blocks and resulted in gated neighbourhoods ("barrios cerrados") of up to 150 or even 200 houses. The tendency towards social exclusiveness and inward orientation for family homes is to be seen as an element of Latin American tradition. Within such a perspective, the enclosures could have been taken for a cultural relic as well. However, over recent years, mega-projects have been launched that, due to their size of more than 300ha and some 10,000 of inhabitants, can no longer be called "quarters" or "neighbourhoods" but must be understood as new towns. In Santiago de Chile the new trend resulted in the construction of private highways linking several exclusive quarters or cities, accessible not to the public but only to the citizens of these districts. Urban structural transformation in the metropolitan area of Valparaiso, Chile(BOSS DRUCK MEDIEN GMBH, 2008) Borsdorf, Axel; Hidalgo, RodrigoIn recent decades the coristruction of residential quarters with restricted access in Chilean cities has increased dramatically and has been the subject of many surveys. However, most of these studies focused on the metropolitan area of the country's capital, Santiago de Chile. The country's second largest agglomeration, including the urban areas of Valparaiso and Vina del Mar, is the subject of this study. In Valparaiso, known as Chile's "Gateway to the World", the contradiction between an open port and an open-minded, liberal population and the impact of globalisation, resulting in gated communities and restricted areas is one of the most significant characteristics of urban development in recent decades. The new structures of fragmentation that can be found in Santiago de Chile and all other Latin-American metropolises affected by globatisation, neoliberalism, and post-modern urban development, also emerged in the Metropolitan Area of Valparaiso. Caused by the natural setting and amenities (coastline, sea view) in Valparaiso, the traditional bipolarity of the rich and the poor city has remained to a certain degree. The wealth), live in high-rise buildings near the coast, the middle and lower classes in the hinterland, preferring single household dwellings of standardised design. It is only in the distribution of central functions that a tendency towards fragmented structures comes to the fore.

- ItemSearching for Fresh Air, Tranquillity and Rural Culture in the Mountains: A New Lifestyle for Chileans?(GESELLSCHAFT ERDKUNDE BERLIN, 2009) Borsdorf, Axel; Hidalgo, RodrigoThe paper analyses the legal framework as well as the distribution and spatial structure of amenity migration in Chilean mountain regions (Cordillera de la Costa, Cordillera de los Andes) and the trend within recent decades. It presents two case studies in the two main mountain ranges. Based on qualitative data (expert interviews) it also deals with neighbourhood relationships and conflicts between migrants and the local population. The paper ends in an assessment of the economic and social consequences of the new residential parks which are mainly made up of large lots of more than 5,000 m(2), called parcelas de agrado (pleasure lots).

A comparison of the growth of urban agglomerations(OSTERR GEOGRAPH GESELLSCHAFT, 2008) Borsdorf, Axel; Hidalgo, RodrigoFrom 2001 until 2005 more than 40 researchers from 14 European countries collaborated in an EU-financed project to analyse in a comparative way the drivers, structures and dynamics of urban sprawl and urban. outskirts in eleven European urban agglomerations. One of their results a comparative matrix was presented, as well as a typology of the different performances of the urban sprawl in Europe. So it became possible to identify the structures as different phases of the sprawl, which can be denominated as suburbanisation, periurbanisation and post-suburbanisation.
