Using this restriction as an advantage, the thick exterior walls are transformed in a mass that ensures thermal inertia while a clever system of interior voids (at the scale of a public building) permits the injection and circulation of fresh air to all the Ministry offices.

By bringing together professional sport and recreation, the project incorporates five dimensions (urban, citizens', sporting, educational and sustainable dimensions) in a public park apt to host the South American Games (ODESUR by its Portuguese acronym) in 2014 and incorporate the citizens' dimension by providing with recreational public space the south-east area of the capital city.
