Escuela de IngenieríaCapability-based planning is a methodological framework born in the early 2000s after the end of the Cold War as an answer to NATO’s lack of a tangible threat. The critical element that governs this process is capability, defined as the ability to accomplish a task, which is embedded within entities as building blocks for their aggregation. The main subject of this research is a military organization that must exhibit capa bilities assembled by combining different types of minor functional and indivisible units called battalions to respond to an adversary’s capability demand. To solve this problem, we propose a mixed integer linear optimization model to assign battalions within brigades as a mechanism to allocate capabilities and a heuristic method to approximate the results in a shorter resolution time, an activity called force design. A robust reformulation is proposed to deal with uncertainty because of its tractability and the difficulty of obtaining reliable probability distributions.The main formulation is also complemented with an optimization model that maximizes the designed capability level across the military force life cycle in the force training and sustainment. Lastly, the capability allocation model is applied to a context other than defense to build capabilities for wildfire-fighting brigades. Results showed that the proposed robust capability allocation framework is effective for dealing with force design, training, and sustainment activities for the military and other industries, even under uncertainty. Finally, the heuristic method is helpful for reliably approximating the capability allocation process.
