More stringent cycling infrastructure standards aiming to solve deficiencies might exacerbate disparities, especially in poor districts with fragmentary governance. Using an audit and quantitative and spatial analysis of cycleways, this paper examines to what extent structural inequalities and governance issues affect the availability and quality of cycling infrastructure, considering new indicative and normative standards aiming at improving cycling infrastructure in Santiago, Chile. Our results show that the distribution of cycleways is unequal and only partially complies with national quality standards. All districts in the city have both high and low standard bicycle lanes, but since district finances have huge differences, this can lead to inequalities in cycle coverage and districts' capabilities to address current standard problems. This raises relevant challenges regarding governance and how to ensure an equitable distribution of cycling infrastructure in Global South cities.

- ItemAccessibility and the Capabilities Approach: a review of the literature and proposal for conceptual advancements(TAYLOR & FRANCIS LTD, 2021) Vecchio, Giovanni; Martens, Karel; CEDEUS (Chile)The Capability Approach, developed by Sen and Nussbaum, has recently gained increasing attention in the transport literature. This paper adds to this growing body of literature by investigating how the approach can generate consistent evaluative approaches to inform (urban) transport planning. The paper reviews the mobility literature that has investigated the Capabilities Approach and identifies the opportunities and challenges of employing the approach as a basis for transport planning. The review highlights the different, and sometimes patchy, ways in which the key notions of the approach have been conceptualised and operationalised. Discussing this growing but scattered literature, the paper embraces the emerging direction that understands accessibility as the capability that transport planning and policy should consider. Further refining this understanding, the paper proposes a twofold evaluative approach combining a top-down and a bottom-up component to capture the myriad of conversion factors shaping people's accessibility-as-capability and functioning. By systematically adopting the Capabilities Approach, transport planning and mobility policies will be directed to enhancing each person's freedom to pursue the life they have reason to value in contemporary societies.

Older adults (OA) are one of the most vulnerable groups that suffer from its adverse effects. The objective of the study was to analyze the association between exposure to air pollution and changes in cardiorespiratory variables in OA. Observational prospective cohort study. Health questionnaires. blood pressure (BP) measurements, lung functions, respiratory symptoms, physical activity levels, and physical fitness in high and low exposure to air pollution were all methods used in evaluating OAs in communes with high contamination rates. Linear and logistic models were created to adjust for variables of interest. A total of 92 OA participated in this study. 73.9% of the subjects were women with 72.3 +/- 5.6 years. 46.7% were obese, while 12.1% consumed tobacco. The most prevalent diseases found were hypertension, diabetes, and cardiovascular disease. Adjusted linear models maintained an increase for systolic BP of 6.77 mmHg (95% CI: 1.04-12.51), and diastolic of 3.51 mmHg (95% CI: 0.72-6.29), during the period of high exposure to air pollution. The adjusted logistic regression model indicated that, during the period of high exposure to air pollution increase the respiratory symptoms 4 times more (OR: 4.43, 95% CI: 2.07-10.04) in the OA. The results are consistent with an adverse effect on cardiorespiratory variables in periods of high exposure to air pollution in the OA population.

- ItemAn assessment of the ecological validity of immersive videos in stated preference surveys(ELSEVIER SCI LTD, 2020) Rossetti Youlton, Tomás; Hurtubia González, Ricardo; CEDEUS (Chile)Images, videos, and virtual reality have been widely used in the literature to portray complex attributes to survey respondents. It is reasonable to expect immersive videos will be increasingly used in the future due to their decreasing costs and potentially more accurate representation of reality. Nevertheless, the literature has not sufficiently tested their ecological validity, which can be defined as the extent to which the results they produce in a laboratory setting, such as in choice experiments, are close enough to the results that would have been obtained in a real-life setting. The following work presents a comparison of two representation formats, images and immersive videos, to verify if they can elicit the same perceptual responses of pedestrians as real environments. To do this, a survey was carried out using these two formats as well as on-site interviews. Using a MIMIC approach, and after controlling for all relevant sociodemographic variables, results show that perceptions elicited through immersive videos were not different from those elicited in reality in one qualitative variable (perception of safety and security) out of three relevant ones identified. Furthermore, results also show immersive videos can induce a smaller distortion than photographs.
- ItemAn integrated study of health, environmental and socioeconomic indicators in a mining-impacted community exposed to metal enrichment(2019) Moya, Pablo M.; Arce, Guillermo J.; Leiva Cisternas, Cinthya Aracely; Vega, Alejandro S.; Gutierrez Muñoz, Santiago Yvan; Adaros, Héctor; Muñoz, Luis; Pastén González, Pablo Arturo; Cortés Arancibia, Sandra; CEDEUS (Chile)The occurrence of toxic metals and metalloids associated with mine tailings is a serious public health concern for communities living in mining areas. This work explores the relationship between metal occurrence (e.g., spatial distribution in street dusts), human health indicators (e.g., metals in urine samples, lifestyle and self-reported diseases) and socioeconomic status (SES) using Chanaral city (in northern Chile) as study site, where a copper mine tailing was disposed in the periurban area. This study model may shed light on the development of environmental and health surveillance plans on arid cities where legacy mining is a sustainability challenge. High concentrations of metals were found in street dust, with arsenic and copper concentrations of 24 +/- 13 and 607 +/- 911 mg/kg, respectively. The arsenic concentration in street dust correlated with distance to the mine tailing (r = - 0.32, p-value = 0.009), suggesting that arsenic is dispersed from this source toward the city. Despite these high environmental concentrations, urinary levels of metals were low, while 90% of the population had concentrations of inorganic arsenic and its metabolites in urine below 33.2 mu g/L, copper was detected in few urine samples (< 6%). Our results detected statistically significant differences in environmental exposures across SES, but, surprisingly, there was no significant correlation between urinary levels of metals and SES. Despite this, future assessment and control strategies in follow-up research or surveillance programs should consider environmental and urinary concentrations and SES as indicators of environmental exposure to metals in mining communities.
- ItemAssessment of the flood mitigation ecosystem service in a coastal wetland and potential impact of future urban development in Chile(2022) Rojas, Octavio; Soto, Evelyn; Rojas Quezada, Carolina Alejandra; López, J. Javier; CEDEUS (Chile)A worldwide increase in flooding due to climate change and population growth in exposed areas is expected, especially in coastal areas; therefore, nature-based solutions (NBS) for risk reduction are necessary to increase the resilience of cities, particularly in developing countries, which usually lack large budgets for structural measures but have natural areas such as wetlands that can be used as NBS. The flood mitigation ecosystem service of a coastal wetland in central Chile was analyzed. Using hydrological and topo-bathymetric data, two flood hazard scenarios were modeled: (i) S1 current and (ii) S2 projected, which was established based on land-use planning instruments and urban projects developed since 1954. Flood hazard maps for different return periods were obtained and indicators related to the mitigation potential of the wetland were calculated. It was proven that urban project development has intensified since 2000, mainly in the form of real estate development, with an increase in occupation of 50%, and the wetland area is projected to be further reduced by around one third, decreasing potential flood mitigation. Thus, for an extreme return period, in this case 500 years, the water volume stored by the wetland would decrease by more than 38% and the flooded area of the wetland by 30%, increasing flooding and vulnerability of the urban area, with various repercussions for surrounding neighborhoods and infrastructure. The number of people and homes affected would increase by around 6% and 8%, respectively, such that the affected land value would reach an additional US$55 million, which would be very detrimental in a city that has seen its natural spaces encroached upon by gray infrastructure. This research reaffirms the need to support the restoration and conservation of coastal wetlands under pressure from urban development in an area with a lack of green infrastructure planning.
- ItemCoastal Evolution in a Wetland Affected by Large Tsunamigenic Earthquakes in South-Central Chile: Criteria for Integrated Coastal Management(MDPI, 2021) Martínez Reyes, Carolina Del Pilar; Sepúlveda-Zuñiga, Einer; Villagrán, Mauricio; Rojas, Octavio; Gómez, Matias; López, Pablo; Rojas Quezada, Carolina Alejandra; CEDEUS (Chile)The coastal evolution of the microtidal Tubul-Raqui wetland in south-central Chile (36 degrees S), which historically has been affected by large earthquakes and tsunamis, particularly the 1960 (Mw = 9.5) and 2010 (Mw = 8.8) subduction earthquakes and their associated tsunamis, is analyzed. Historical aerial photographs and topographic and bathymetric surveys from the 1961-2017 period, as well as salinity, sediment, and flora data obtained following the 2010 earthquake were used for comparison with data from prior to the event. A steady state of the shoreline was established, with an average erosion rate of -0.016 m/year in the 1961-2017 period. However, erosion predominated in the period between these two large earthquakes (1961-2009), with an average rate of -0.386 m/year. The wetland dried up, partially recovered saline intrusion a year later, and recovered the salinity conditions it had before the earthquake two years later. The postearthquake effects on the floristic composition were not significant, with the species Spartina densiflora, which presented a high tolerance to these types of changes, predominating. Moreover, 75 percent of the taxa in pre- and postearthquake conditions coincided, with the halophyte species Spartina densiflora, Sarcocornia fructicosa, and Cotula coronopifolia predominating, while the best-conserved community was Spartina-Sarcocornia association located in the saltmarsh. Seven years after the earthquake, the shoreline presented an accretion rate of 2.935 m/year; if the current tectonic conditions prevail, an erosive trend can be expected in the coming decades. The morphological variability and the changes associated with the shoreline in this wetland are strongly controlled by tectonic factors. Criteria aimed at integrated coastal management to promote its occupancy and use in accordance with its evolutionary dynamics are proposed.
- ItemCompact development and preferences for social mixing in location choices: results from revealed preferences in Santiago, Chile(2021) Hurtubia González, Ricardo; Cox, Tomás; CEDEUS (Chile)Even though densification and social mixing are declared objectives of many nowadays urban planning paradigms, their simultaneous implementation is usually questioned by different actors and is not frequent in practice. In a market economy, understanding potential demand for this class of development, from different types of households, is essential to define public policies oriented to achieve both compact development (CD) and social mixture. To understand the preferences of households and potential demand, we implement a location choice model based on a bid–rent framework and spatial latent classes (LC), using census data and location attributes. By using spatial LC, we do not impose exogenous definitions of which zones are perceived as CD or suburban, rendering a robust method to identify variation in preferences. We apply the model to Santiago de Chile, where social mixing in dense and well-located areas is being intensely discussed. We find strong differences in households' valuation of attributes between spatial classes. Results show that social mixing is more difficult in dense, well-connected areas than in suburban areas because higher-income households are more sensitive to the socioeconomic context of the location in compact areas. Besides showing evidence on household preferences and their implications for social-mixing policies, this paper also provides a proof of concept for the use of spatial LC (proposed in previous work by the authors), showing this is a robust methodology allowing to generate behavior-based classifications for urban areas. The paper also contributes methodologically, by deriving the elasticity formulation for bid-auction location choice models, which allows quantifying the importance of location attributes in location probability.
- ItemComparing green spaces provision and accessibility indicators over a latitudinal gradient and multiple climate zones(ELSEVIER GMBH, 2023) De la Barrera, Francisco; Reyes Paecke, Sonia; Truffello, Ricardo; De la Fuente, Helen E.; Salinas, Valentina; Villegas, Rodrigo A.; Steiniger, Stefan; CEDEUS (Chile)Monitoring urban green space (UGS) indicators is key to assessing progress against the UNs sustainable devel-opment goals (SDGs). Within these indicators, measuring the provision of UGS as well as its accessibility is considered a major objective. However, neither the relationship between the two indicators, nor differences related to different types of UGS have been adequately evaluated. In this paper, these two indicators are calculated and analyzed for four size-based types of UGS and for 69 municipalities, which are part of the 16 regional capital cities of Chile. For the provision indicator, the average calculated over all municipalities does not reach the often proposed standard of 11 sq.m/inhab., but only 5.29 sq.m/inhab. Regarding the accessibility indicator, when a walking speed of 4 km/h is considered, the smaller residential green spaces have the highest accessibility (65 % of the population have access), but accessibility for larger GS is low. When a walking speed of 2 km/h is assumed, then accessibility drops to 29 %, 5 %, 5 % and 5 % respectively. We found that calculation results for the four types of UGS are statistically different, and therefore one type cannot replace another in case of monitoring: Higher UGS provision does not guarantee higher accessibility.
- ItemComparing social costs of public transport networks structured around an Open and Closed BRT corridor in medium sized cities(2020) Proboste Cárdenas,Francisco Javier; Muñoz Abogabir, Juan Carlos; Gschwender Krause, Antonio Enrique; CEDEUS (Chile)Bus Rapid Transit (BRT) has proven to be an effective and affordable transportation option for large-sized cities. In these cities, BRT is usually considered an effective complement or substitute for rail-based systems, playing a key role in complex multimodal networks with several massive transport corridors. More recently, medium-sized cities of less than 200,000 inhabitants have also considering implementing BRT as a means of mass transit. These cities usually need only a few of these massive transport corridors (often just one), and they must decide how to structure their services. This report discusses which of the two types of BRT-based networks is best for the social interest in the case of medium-sized cities: (1) Closed BRT, in which buses operating inside and outside the corridor are separated and have different designs, or (2) Open BRT, in which the same buses operate inside and outside the corridor, entering and exiting at different points along a route. To answer this question two models with different levels of detail in terms of a city's characteristics were developed to represent both agency and user costs. In the first model a classic idealized city approach is addressed, while in the second model the problem is solved for the specific geographic characteristics and constraints of a real city. The results based on both models show that when it is optimally configured, Closed BRT networks offer mid-sized cities higher frequencies and lower waiting times. However, these benefits do not offset the cost associated with higher number of transfers that Closed BRT networks require, as compared to Open BRT networks. Transfers not only affect users due to the transferring experience, but also end up making the entire system slower. Overall, Open BRT shows significantly less Total Costs than Closed BRT in most of the scenarios that were analyzed.

All rights reserved.As of May 2020, the global health crisis caused by the SARS-CoV-2 virus moves its epicentre to Latin America, with cities showing high rates of poverty, segregation, and overcrowding. Current advances in microbiology make it possible to understand in depth the relationships between cities, COVID-19, and other microorganisms, but a conceptual framework to articulate them is lacking, especially in contexts where social determinants are so relevant. This article proposes an integrated approach to microbiology, housing, environment, and urbanism, based on a model of interactions and an empirical analysis applied to Santiago de Chile. It was possible to analyse how the propagation of COVID-19 in the city is enhanced by vulnerabilities of socio-spatial, residential and urban health, including an approach from the concept of energy poverty. At the same time, it was possible to verify how the variables associated with these vulnerabilities allowed to explain the incidence rate per 100 000 inhabitants through the different communes of Santiago de Chile. Among these, the level of housing overcrowding, the number of households with heads of household in precarious employment, and travel to the central business district stand out. Finally, the need for microbiological sampling to improve housing conditions, neighbourhoods, and cities propose a new research agenda for this Urban Microbiome" multidisciplinary team, contributing to overcoming the vulnerabilities identified in this research.
- ItemDel barrio al conjunto: Espacio público y sociabilidad en la vivienda social de Santiago(UNIV CHILE, 2022) Link, Felipe; Senoret, Andres; Figueroa, Cristhian; CEDEUS (Chile)Chilean housing policy has suffered a profound transformation during the last decades. In the sixties and the beginning of the seventies a model emerged based on community attributes, promoting community organization and the construction of well-provided neighborhoods that, in addition, had abundant public space. In 1973, the focus shifted with the implementation of a subsidiary model that promoted single-family and individual solutions and payed far less attention to the collective development of the residential habitat. Although the continuation of this model until today has significantly reduced the housing shortage, it has been unable able to reproduce a residential space of community ties. This article aims to investigate the impacts of both models on the configuration, use and appropriation of the public space and the neighborhood sociability of the residents through a multi-methods analysis of two social housing projects located in Santiago de Chile. The findings reaffirm the relevance of the history and the organization of the neighborhoods, but also confirm the significance of planned public spaces and the arrangement of the built environment as dimensions that can promote or suppress social practices.

- ItemEquity and accessibility of cycling infrastructure: An analysis of Santiago de Chile(2021) Mora, R.; Truffello Robledo, Ricardo; Oyarzún Casassus, Gabriel; CEDEUS (Chile)Bicycling produces a series of health, environmental, and economic benefits for both individuals and societies as a whole. Even so, promoting bicycle use faces innumerable challenges, especially ones related to equity, as cycling-related infrastructure and facilities tend to favor middle- and high-income groups. This manuscript focuses on Santiago, Chile, a highly unequal city composed of 34 autonomous communes with no central authority. As such, decisions regarding cycling infrastructure and facilities are made by each commune without much attention to neighboring areas. Given that situation, this paper aims (i) to describe and analyze cycling infrastructure over time and how it relates to normative and socioeconomic changes in the city that have shaped and are shaped by travel patterns; and (ii) to examine the distribution of bike lanes in relation to administrative divisions, residential areas, and employment opportunities throughout the city. To do so, the official cadaster of bicycle lanes in Santiago was inspected during numerous field visits, and a series of analyses were conducted that prioritized the concept of equity. The results show that, despite the continuous growth of Santiago's bicycling infrastructure in the past 15 years, equity remains elusive because most bicycle lanes are concentrated in central communes where middle- and upper-middle income groups live. That situation is caused by weak governance, a fragmented urban structure, and high degrees of inequality, which have made urban planning a difficult, if not impossible, task. Based on those results, several policy recommendations are proposed to improve Santiago's current network of cycling infrastructure.
- ItemFair transport policies for older people: accessibility and affordability of public transport in Santiago, Chile(SPRINGER, 2022) Vecchio, Giovanni; Tiznado-Aitken, Ignacio; Castillo, Bryan; Steiniger, Stefan; CEDEUS (Chile)In this paper, we test how different public transport policy scenarios score in terms of fairness for a specific population group, considering a more complex representation of mobility-related inequalities and the policy implications of transport justice. To do so, we assess potential accessibility to public transport in Santiago de Chile under different policy scenarios, focusing on older people as a group whose demographic and socioeconomic conditions can determine different forms of disadvantage. We compare alternative accessibility policies based on the expansion of the Metro infrastructure network or on reduced public transport fares, considering the interaction between the spatial availability and the affordability of public transport. Results show that subsidized fares for public transport services are more beneficial to expand the accessibility of older people, especially those with lower incomes, while the expansion of the Metro network benefits mainly middle- and high-income older people. The proposed analysis is a first step towards a more detailed, place-based reading of mobility-related inequalities, aimed at assessing alternative policy measures.
