- ItemA MECHANISM FOR EFFICIENT AND FAIR NIMBY LOCATION(UNIV NAC COLOMBIA, FAC NAC MINAS, 2009) Crespo, Fernando A.; Paredes, Ricardo D.Whilst NIMBY (Not In My BackYard) are facilities necessary to society, are rejected for communities that host them. Thus, in contexts where bad compensation mechanisms exist, communities do not reveal the cost of hosting and social evaluation is severely limited. That explains why NIMBYs are finally located in base of corporate pressures, without technical criteria and with bias against the poorest localities. We propose decentralized mechanism to locate a NIMBY that I efficient (the NIMBY goes to the lowest cost location), and fair (all communities, including the host, are not worse off). The mechanism has balanced budget, and it fulfill the conditions of individual rationality.
- ItemA multi-unit tender award process: The case of Transantiago(ELSEVIER, 2009) Carlos Munoz, Juan; Molina, DiegoThe Transantiago public transit services were grouped into five trunk service units and 10 feeder units, and were awarded to private operators through a simultaneous tender. To avoid problems of ownership concentration, limits were placed on the maximum number of units per operator. This paper describes the issues involved in Such Simultaneous multi-unit tenders where various actors bid for different business units to be awarded in a single tender process. The general problem is formulated as a minimum cost network flow problem (MCNFP). Tie-breaking criteria are discussed and modeled. The problem is then solved for the Transantiago case. There follows a discussion of the utility of handling this tender using the tool developed here. (C) 2008 Elsevier B.V. All rights reserved.

- ItemA Two-Level Theory of Presidential Instability(CAMBRIDGE UNIV PRESS, 2014) Luna, Juan Pablo; Murillo, Maria Victoria; Schrank, AndrewThis article analyzes the conditions that facilitate the ousting of Latin American presidents and the mechanisms that prevent their downfall. Drawing lessons from the impeachment of Paraguayan president Fernando Lugo, it extends previous arguments about the "legislative shield" to show that the same forces that sometimes conspire to terminate an administration at other times work to resist its demise. The argument underscores the interaction between legislators and social movements, two prominent actors in the literature on presidential instability. The article presents a two-level theory to identify possible configurations of mass and legislative alignments, and tests some implications of the theory with data for 116 Latin American presidents over 28 years. Multiple comparison tests based on random effects logistic models show that popular protests can be neutralized by strong support in Congress, and hint at the possibility that legislative threats can be neutralized by loyal demonstrators in the streets.

- ItemAffective learning as a higher psychological process: a microgenetic analysis of evaluative conditioning from a sociocultural approach (Aprendizaje afectivo como proceso psicológico superior: análisis microgenético del condicionamiento evaluativo desde un enfoque sociocultural)(2021) Álvaro Sánchez; Andrés Haye; Christian SebastiánThe hypothesis that affective learning is mediated by social devices was applied to experimental research conducted in evaluative conditioning, which refers to the affective learning of pleasant and unpleasant outcomes by an association of stimuli. Although it is believed that this association is partly an effect of the experimental procedure, the implications of this have not been explored. Could affective learning be understood to be a socially mediated process that requires a specific setting? This explanation is discussed from Lev Vygotsky's sociocultural approach and the concept of device, emphasizing both the subject's and the context's active way of becoming in the acquisition of tastes. We also carried out a microgenetic analysis of the experiments described in two articles that are representative of this paradigm to show that evaluative conditioning is the product of a learning device that is part of the social history of the subject's psychological processes.
- ItemAggregated Results of Access Programs Implemented by Universities in Chile: Students’ Persistence using a Matched Sample(2021) Santelices Etchegaray, María Verónica; Horn, Catherine; Catalán Avendaño, Ximena; Venegas, AlejandraDuring the last ten years, a group of selective universities in Chile has started admission programs to increase equity in higher education that consider the achievement of students in the context of educational opportunities they have had, thus reducing reliance on the national college entrance exam. This study explores persistence rates of students admitted through these programs using matching procedures and inferential analyses; in particular, logistic regressions and hazard models were conducted in a matched sampled based on students´ demographic characteristic. Although results vary slightly depending on the methodology used and the specific period of time under analysis, we observe non-statistically significant differences between students admitted by these programs and matched counterparts. These results are auspicious considering the different academic profile of students enrolled in higher education through equity access programs.

- ItemAm I a genuine Mapuche? Tensions and contradictions in the construction of ethnic identity in Mapuche adolescents from Temuco and Santiago(SAGE PUBLICATIONS LTD, 2012) Oteiza, Teresa; Merino, Maria E.This article examines the particular ways in which Mapuche adolescents from Santiago and Temuco dynamically express and give value to their Mapuche identity. We analyze the means by which they value themselves and others and how they represent their accounts of experiences in their communities to adjust concepts of identity and express degrees of affiliation. We investigate using an appraisal framework which provides analytical tools to explore interpersonal meanings instantiated in discursive choices of attitude and graduation. Among the linguistics resources to express graduation, we postulate that the subsystem of focus constitutes a key evaluative resource that Mapuche youths use to manifest their contradictions and tensions regarding the construction of their identity in a country that historically has discriminate indigenous people. We attempt to demonstrate that Mapuche adolescents negotiate naturalized ideological positions about their identity and what is considered 'normal' in their urban communities of Santiago and Temuco.
