- ItemPolítica nacional de aprendizaje socioemocional: propuesta de política pública para fomentar el aprendizaje socioemocional en la etapa escolar(2022) Bernasconi Torres, Franco; Irarrázaval Llona, Ignacio; Pontificia Universidad Católica de Chile. Escuela de GobiernoLas intervenciones y programas educativos basados en el marco del Aprendizaje Socioemocional (ASE) cuentan con amplia evidencia internacional de impactos positivos en el desempeño académico, bienestar y autoestima, relaciones interpersonales, y salud mental de los estudiantes. En los últimos años, al igual que en otros países, el ASE se ha hecho presente en la política pública chilena: la medida más insigne fue la introducción del Currículum Nacional de Orientación, con un enfoque explícitamente relacionado a este marco. Sin embargo, y a pesar del reciente interés en el ASE por parte de la política pública y de varios docentes, no se ha facilitado que las escuelas chilenas puedan incorporarlo de manera integral, lo que, según la revisión de literatura realizada es clave para aumentar su efectividad y así aprovechar realmente sus beneficios. No se puede trabajar el ASE de manera aislada: debe convertirse en parte del ADN de las escuelas. Para abordar este problema se propone una política pública con dos componentes: promocional y focalizado. El primero aborda los principales nudos críticos para permitir que las escuelas introduzcan el ASE de manera integral en sus acciones: mejorar la formación docente, fomentar la apropiación del currículum de Orientación, y proveer un único centro de recursos ASE que cuente con planificaciones flexibles para trabajar el ASE de manera transversal en asignaturas (lenguaje, historia, ciencias, etc.) y en actividades extraprogramáticas. Además, contará con orientaciones para abordar el ASE desde la perspectiva de la cultura escolar e incluirlo en los planes de los establecimientos. El segundo componente (focalizado) trabajará directamente con equipos de 150 escuelas al año, inscritas voluntariamente y priorizadas según IVE y categoría de desempeño. Se implementará un programa semi-presencial con formación especializada, mentorías, redes territoriales de buenas prácticas y acompañamiento para la implementación, que ayudará a las escuelas a incorporar el ASE de manera integral en su quehacer diario. Tendrá un año inicial de capacitación y un segundo período de acompañamiento a la implementación, de entre uno y dos años de duración La política tiene un costo de $1.000 MM anuales una vez entrada en régimen, y espera llegar aproximadamente a 45.000 estudiantes cada año. Esto la posiciona como un programa de bajo costo en comparación a las demás iniciativas del Ministerio de Educación, y con un mayor beneficio que la media de intervenciones en educación. Su costo-efectividad estimada está en torno a $8 USD por cada 0.1 SD de mejora en desempeño académico, con lo que resulta más costo-efectiva que políticas como la JEC y que otros programas considerados costo-efectivos, tales como las tutorías para estudiantes. Sus efectos en términos de rendimiento académico alcanzan para nivelar la diferencia de aprendizajes entre estudiantes de escuelas de desempeño promedio y estudiantes de escuelas de bajo desempeño. En conclusión, resulta factible y costo-efectivo implementar una Política Nacional Aprendizaje Socioemocional en Chile.
- ItemThe stringency of urban regulation: evidence from Chile(2021) González Ugalde, Laura; Asahi Kodama, Kenzo Javier; Gil Mc Cawley, Diego; Silva, Hugo; Pontificia Universidad Católica de Chile. Escuela de GobiernoThis work explores the stringency of urban regulation in the Greater Santiago area, measured as the elasticity between property prices and two regulatory variables: maximum allowed FAR and height. A high stringency reveals that regulated levels are far below free-market levels, while a low stringency indi- cates that the two values are closer. I use a rich panel dataset that contains different regulatory variables over time, at a territorially disaggregated level for an important part of the city. I join this database to used housing transaction prices between 2007 and 2018. My results show that the strigency is not statistically different from zero in Santiago. This indicates that construction levels are probably close to what would have been in the absence of regulation. Additionally, when I study heterogeneities within the city, I do not find the stringency changes with accessibility. However, I find that high socioeconomic neighborhoods and those with stricter baseline regulatory variables have higher levels of stringency, although the last is small in magnitude. These results, however, must be interpreted with caution, considering that the analysis is centered on used housing prices –assuming that all could be regarded as land for densification–and not only in land transactions.
- ItemZonas de remodelación : una propuesta de política pública para reducir la segregación residencial : uso conjunto de las zonas de remodelación y del subsidio DS Nº116 como instrumentos de política pública(2020) González Prado, Francisco; Asahi Kodama, Kenzo Javier; Pontificia Universidad Católica de Chile. Escuela de GobiernoLa investigación propone la creación de un reglamento que permita usar en conjunto dos herramientas de política pública existentes para reducir la segregación residencial y la desigualdad en Chile. Las herramientas de política pública analizadas son los artículos de la Ley General de Urbanismo y Construcciones (LGUC) sobre “zonas de remodelación” y el subsidio DS Nº116 sobre proyectos de integración social. Después de analizar ambas herramientas, se evalúa la implementación del uso de ambas políticas de manera conjunta en base a cuatro dimensiones y se analizan los potenciales resultados de su implementación en base a experiencias internacionales.
