- ItemA Escala Humana. Reconfigurando la calle para una vida urbana vibrante, el caso de la Alameda en Estación Central(2024) Ebensperger Escalona, Ignacio Andrés; Hurtubia González, Ricardo; Echiburú Altamirano, Tomás; Pontificia Universidad Católica de Chile. Facultad de Arquitectura, Diseño y Estudios UrbanosDesde la segunda mitad del siglo XX, varias ciudades han privilegiado un desarrollo que se centra en la distribución del espacio en las calles para acomodar el correcto funcionamiento de los medios de transporte motorizados, relegando la escala humana de éstas.Para esta tesis se investigó sobre qué es la escala humana dentro del ámbito de la arquitectura y urbanismo y el cómo esta se aplica al diseño de espacios públicos (E. P.). Junto a comprender, en qué medida los medios de transporte sostenible pueden jugar un rol en la construcción de un E. P. en la calle, que fomente una vida urbana vibrante. Comprendidos estos antecedentes, se realizó una investigación cuantitativa en el sector de la Alameda en la comuna de Estación Central. Registrando la distribución espacial del perfil de la calle y el flujo promedio de usuarios en horarios específicos. Para luego levantar mediante una investigación cualitativa el cómo se percibe y experimenta la estadía en la acera.La investigación demuestra lo concreto de las posibles operaciones para poder revertir la situación actual de las calles y lograr una escala humana en estas. Asimismo, se demuestra el potencial que tienen los medios de transporte sostenible para iniciar este tipo de cambios tanto en el espacio físico como en la percepción de la ciudad y la cultura que se tiene en torno al cómo una persona se mueve dentro de esta. Por otro lado, los resultados de los levantamientos muestran una situación en el sector de estudio que acoge fuertemente la predominancia y favorecimiento hacia los medios de transporte motorizados, además de una percepción negativa por parte de los usuarios de las condiciones en que se encuentra la acera y la experiencia de la estadía en ella.Concluyendo sobre la importancia que tiene para la vida cotidiana de las personas y su experiencia en la ciudad el recuperar la escala humana en las calles de ésta. También se resalta el rol como motor de cambio que pueden llegar a tener los medios de transporte sostenible y la infraestructura asociada para llevar a cabo esta nueva visión de ciudad. Por último se propone un proyecto de rediseño de una intersección y segmento de la Alameda en el sector de estudio, para ilustrar posibles soluciones.
- ItemAdaptación de conceptos sobre ideas de sustentabilidad vinculadas a prácticas de planificación territorial a escala regional en el marco normativo de Chile, desde 1994 a 2021.(2024) Gutiérrez Zamorano, Patricia; Bergamini Ladrón de Guevara, Kay Joaquín; Pontificia Universidad Católica de Chile. Facultad de Arquitectura, Diseño y Estudios UrbanosDesde la década de los 60' Chile se ha abierto al mercado internacional, sin embargo, desde los años 80' su vinculación se intensificó, asimismo que los cambios se incrementaron en su institucionalidad normativa en 1994. Desde ese entonces se han generado cambios especialmente en temas de descentralización y medio ambiente, sin embargo, estos han estado condicionados según las demandas internacionales. Actualmente, sobre una base de una nueva institucionalidad ambiental, implementada hace más de una década y los actuales avances en planificación territorial y de fortalecimiento en el contexto de descentralización para fortalecimiento a la regionalización, es interesante observar que aún siguen existiendo problemas y conflictos territoriales. Además, de las tensiones por parte de demandas de organizaciones internacionales especialmente a partir del 2015 con la Agenda 2030 y Acuerdo París, orientan a los instrumentos de planificación territorial a escala regional a proyectarse hacia la sustentabilidad, sin embargo, ¿cómo han evolucionado estas "ideas foráneas" en Chile? Es así, como esta investigación busca explicar la evolución conceptual de la idea de sustentabilidad en el marco institucional normativo, vinculado a las prácticas de planificación territorial de escala regional desde 1994 hasta 2021, a través de una estrategia metodológica mixta, basada en análisis de contenido temático y análisis de escalamiento multidimensional, a documentos normativos y entrevistas (funcionarios públicos). Los principales resultados, dan cuenta de 4 períodos de tiempo en los cuales, las prácticas de planificación aplicadas a escala regional han ido incrementándose en comparación a las clásicas, sin embargo, las primeras lo han hecho principalmente desde un carácter conceptual en el marco institucional normativo. Por otro lado, se observó, que, según orden jurídico, constitucionalmente el medio ambiente aún se visualiza sectorialmente y las normativas de primer orden generadas en el primer período poseen principalmente prácticas clásicas de planificación. Además, el ámbito urbano es el que muestra menores cambios en sus prácticas, predominando las clásicas. En cuanto a la inserción de ideas de sustentabilidad, estas siempre han tenido un enfoque desarrollista, sin embargo, han derivado desde el énfasis del desarrollo social y económico al desarrollo sostenible. Finalmente, se da cuenta del alcance de la región para la implementación del desarrollo sostenible, pero las brechas se encuentran principalmente en la dicotomía de las prácticas de planificación territorial (estratégica y espacial) contenidas en las diferentes carteras ministeriales, en la gobernanza producto de alcances en materia normativa y atribuciones ministeriales y del enfoque del desarrollo sostenible, especialmente desde el tipo de enfoque de desarrollo que se desea alcanzar.
- ItemArchipiélago arqueológico. Espacios de cuidado y disfrute en las huacas de Lima(2024) Morales Sosa, Gianfranco; Pérez Oyarzún, Fernando; Beals Vaccaro, Alejandro; Pontificia Universidad Católica de Chile. Escuela de ArquitecturaHace 150 años, Lima derribó sus murallas coloniales y salió a encontrarse con su pasado. Afuera, un archipiélago de edificios precolombinos, conocidos como huacas, aguardaba el encuentro flotando sobre un mar de campos cultivados. En ese proceso de modernización, muchas huacas fueron cercadas hasta sus límites, otras perdieron gran parte de su edificación y muchas desaparecieron por completo. Hoy, los más de 360 sitios prehispánicos que sobrevivieron conviven en una situación conflictiva con la ciudad: detrás de muros, rejas y, en algunos casos, totalmente desprotegidos. Ante ese escenario, este proyecto propone repensar las fronteras de las huacas a través de la reconfiguración del espacio que hay entre el límite arqueológico y el trazado urbano formal de la ciudad. Este espacio intermediario entre lo antiguo y lo contemporáneo, será tratado como un gran espacio público arqueológico. Contará tanto con espacios para el disfrute de los visitantes como con ambientes adecuados para el trabajo de los arqueólogos. La propuesta es planteada en una huaca específica: Garagay, y busca que esta pueda integrarse adecuadamente a su contexto urbano inmediato y a otras huacas cercanas a través de recorridos estratégicos.
- ItemAtrio Metropolitano: plaza urbana vertical(2023) Castro Esbir, Damian; Stutzin Donoso, Nicolás; Cortínez Albarracín, Francisca; Pontificia Universidad Católica de Chile. Escuela de ArquitecturaEn el contexto del habitar metropolitano, desde principios del siglo XX se ha percibido un deterioro de los centros urbanos. Por un lado, causado por abruptos aumentos en la densidad poblacional, mientras que por otro, estos están amarrados a modelos económicos frenéticos y usualmente desregulados… Esto tiende a deteriorar los espacios públicos, volviéndolos lugares peligrosos y segregados. Este estado de crisis del centro retoma un problema que se ha discutido en arquitectura a lo largo del siglo XX y que ha generado muchas posturas y respuestas. Dado el vigente estado de crisis del centro de Santiago, donde la interacción en el espacio público con otros se reduce a un mínimo crítico, se vuelve fundamental la búsqueda de nuevos momentos de fricción que impulsen este sentido de pertenencia y de cohesión social en la comunidad, revalorizando el espacio público metropolitano y su condición urbana.Ante este problema y enmarcado dentro de los objetivos del taller, se formula la pregunta:¿De qué manera el atrio, como pieza arquitectónica, puede aportar a la condición urbana del suelo metropolitano, favoreciendo la densidad vertical?¿Puede el atrio, en su caracterización y forma, ser entendido como un espacio público continuo con una condición urbana propia?Se busca por medio de la investigación entregar una pieza que sirva como respuesta capaz de aportar al espacio público su condición urbana, entendiendo la importancia de una densidad metropolitana. Es por esto que se investiga el edificio híbrido y la reinvención del atrio como tipología capaz de verticalizar las relaciones públicas propias del espacio metropolitano, el contexto en el que aparece y cómo este cambia en los últimos 100 años. Buscando comprender los modos de relación del peatón con el edificio híbrido. De esta revisión, se plantea una exploración formal sobre el vaciado del cubo abstracto de 100x100x100 como representación del edificio híbrido con atrio como tipología capaz de verticalizar las relaciones propias del espacio público metropolitano. La exploración busca probar distintas operaciones de vaciado y deformaciones del sólido que nos permitan generar propuestas formales comparables donde se despliegue el suelo urbano que entendemos como plaza dentro de la verticalidad del atrio. Buscando generar un espacio público continuo que aproveche el vacío central para desplegar un suelo público en su vertical.
- ItemBarrera urbana en la Alameda: Estrategias para la reconexión del sector Santa Lucía y su entornoOcampo Ruiz, Celeste; Echiburú Altamirano, Tomás; Hurtubia González, Ricardo; Pontificia Universidad Católica de Chile. Escuela de ArquitecturaLa Alameda, considerada desde el principio una de las vías más importante para la conexión de laciudad, tuvo cambios importantes que determinan como es su morfología actual. Tras el crecimientodemográfico y del parque automotriz, la infraestructura vial cambia, en búsqueda de mejorar lacapacidad, conectividad y la disminución de los tiempos de traslado de la ciudad. Santiago priorizael vehículo particular, velando por ser reconocida dentro del modelo moderno. El espacio estádiseñado para dar prioridad a las altas velocidades, por lo que el espacio destinado al peatón esmuy reducido y desconectado. Determinando que la Alameda, así como toda infraestructura vial,genera obstáculos o barreras urbanas que provoca una ciudad fraccionada en vez de conectar ymejorar el acceso a ella. Debido a esto, es que se vuelve relevante el análisis de las barreras urbanasgeneradas en el eje de la Alameda y de qué manera se aprecian las externalidades negativas en elbarrio. Se toma el tramo de Santa Lucía como caso de estudio, porque es en el cual se presentanclaramente elementos que en suma generan una barrera urbana: El cerro Santa lucía, los PasosBajo Nivel y la Av. Libertador Bernardo O’Higgins. Además, su carácter histórico y ubicaciónaventajada colindante a barrios distinguidos de la ciudad hacen que este tramo sea un claro puntopara analizar el fenómeno.La investigación se basa en la búsqueda de identificar cuáles son los impactos que causan labarrera urbana que se genera en el tramo de Santa Lucía en la Av. Libertador Bernardo O’Higgins yposteriormente, analizar de qué manera se podría mejorar la conectividad peatonal en este tramoo de qué forma se podría trabajar con la barrera urbana de modo que esta se vuelva permeable.Además, tiene por objetivo plantear una propuesta proyectual capaz de resolver y permeabilizarla barrera urbana generada en el sector, brindando mejor conectividad al barrio. De esta forma, lapriorización peatonal se vuelve la base de las estrategias planteadas y se busca una solución quelogre reconquistar el espacio actualmente cedido a los automóviles. La propuesta se trabaja a nivelde la pieza urbana y luego detallando la transformación principal del proyecto.
- ItemBordes en degradación: el caso de la Estación de Biología Marina de Montemar(2024) Prado Nielsen, Domingo José; Hevia García, Guillermo; Pontificia Universidad Católica de Chile. Escuela de ArquitecturaLa costa del litoral chileno, al norte de Reñaca, ha sido objetivo de juicio por la relación que existe entre la arquitectura y su contexto, basado en conceptos culturales, sociales o económicos. A partir de la apariencia degradada que existe en un edificio de alto valor arquitectónico, como lo es la Estación de Biología Marina de Montemar, nace la inquietud por estudiar la relación que se produce entre la arquitectura y su contexto ecológico y por especular las posibilidades proyectuales que existen ante fenómenos naturales costeros. Tanto el programa como la forma se vuelven fundamentales en la agencia educativa que tiene la Estación para el lugar de Montemar y Cochoa, histórica y actualmente. El habitante y el océano Pacífico, específicamente en el contexto chileno, han estado relacionados tradicionalmente por la pesca y por el comercio marítimo. Independiente de esta función productiva, el conocimiento cultural que existe con respecto a la costa es precario para la inmensidad y complejidad que suponen los vastos kilómetros de océano que bordean el territorio. Los factores antrópicos que han supuesto un sacrificio para la ecología de Montemar marcan las prioridades en el proyecto arquitectónico para especular la relación de este con la naturaleza. La composición y materialidad de la Estación sirve como un vestigio del agotamiento de un proyecto que ha dialogado con su entorno como también opuesto resistencia. Desde el análisis histórico y formal del edificio se plantea estudiar cómo la arquitectura y naturaleza se han afectado mutuamente.
- ItemComunidades religiosas en la crisis habitacional. Iglesia de uso mixto en Plaza Egaña(2024) Letelier Venegas, Esteban; Di Girolamo Arteaga, José Lorenzo; Gray Avins, Sebastián; Pontificia Universidad Católica de Chile. Facultad de Arquitectura, Diseño y Estudios UrbanosLa crisis habitacional en Chile ha llevado al desarrollo del Plan de Emergencia Habitacional (PEH), el cual ha diagnosticado que el déficit actual de vivienda afecta a 650.000 hogares. Es en este contexto que el PEH pone énfasis en la necesidad de ciudadanos presentes, participativos, críticos y comprometidos, considerándolos como actores complementarios y corresponsables. En base a esta certeza se contempla una modalidad mixta de gestión y/o financiamiento con otros actores, como órganos públicos, gobiernos regionales, municipios, empresas u otras personas de derecho público o privado. Históricamente entidades no estatales han participado en la provisión de vivienda, siendo de las más relevantes y pioneras las instituciones religiosas cristianas (católicos, evangélicos, protestantes). Por esta razón se ha estudiado cómo han desarrollado y mantenido vigente su rol histórico en la provisión de soluciones habitacionales, principalmente debido a las doctrinas sociales de sus respectivas creencias y a su predominancia cultural. Esta provisión de vivienda se ha llevado a cabo de diversas maneras y a través de distintos modos de tenencia, destacando la construcción de viviendas, principalmente por parte de la Iglesia Católica, y por otro lado la gestión de hogares para grupos vulnerables, como niños, personas de tercera edad, migrantes o estudiantes por parte de la Iglesia Evangélica. La investigación se centra en el modelo de hogares, el cual puede ofrecer una solución habitacional distinta a grupos generalmente excluidos de las políticas tradicionales de vivienda, diversificando la oferta de soluciones para responder adecuadamente a personas que necesiten un hogar de carácter transitorio. El objetivo es comprender cómo las comunidades religiosas pueden articularse junto al PEH, identificando sus virtudes y deficiencias. A este antecedente se suma la gran cantidad de terrenos e infraestructura de propiedad de las comunidades religiosas localizadas estratégicamente en la ciudad de Santiago. Estas infraestructuras presentan una subutilización, debido a la concentración de las actividades en ciertos días y horarios, generando que los templos permanezcan cerrados gran parte del día, de lunes a viernes (Vidal, R. 2012).La investigación, se enmarca entre estas dos oportunidades. Por un lado, el modelo de hogar, que diversifica la oferta de soluciones habitacionales y por otro, la existencia de terrenos e infraestructura subutilizada perteneciente a las comunidades religiosas. A partir de estas oportunidades se genera un proyecto que unifica tanto los usos habitacionales como la generación de un hito urbano de carácter ecuménico, es decir, que responde a los usos litúrgicos y preserve tanto el rol simbólico como la presencia en el territorio.
- ItemConservando una historia viva: planificación de un Parque Patrimonial en el Paisaje de los olivos de Huasco Bajo(2024) Brunet Mahou, Sophie; Moreno Flores, Osvaldo; Arizaga, Ximena; Pontificia Universidad Católica de Chile. Escuela de ArquitecturaLa historia de Huasco Bajo se remonta a la época precolonial, cuando el ser humano comenzó a trabajar la tierra mediante la agricultura, estableciendo así una conexión con el territorio. La introducción del olivo como especie arbórea en esta región se produjo con la llegada de los colonizadores españoles. En el año 1900 se estableció la primera gran plantación de olivos en Huasco Bajo, la cual ha perdurado desde entonces, generando una estrecha relación entre los habitantes y este árbol mediterráneo, así como todas las labores y técnicas asociadas a su cultivo. Pese a esto, el oficio olivícola se ha transmitido de generación en generación, forjando un imaginario en torno a un paisaje específico y contribuyendo a la percepción del territorio como un Paisaje Cultural.Actualmente, únicamente el casco histórico de Huasco Bajo ha sido declarado Zona Típica, sin incluir un polígono que abarque elementos patrimoniales significativos, como los componentes naturales, culturales y antrópicos que conforman el paisaje de olivos de Huasco Bajo.Además, se observa un abandono y deterioro del paisaje olivícola, debido a diversas causas, entre las que destacan la falta de una figura de protección y la poca rentabilidad económica que tiene el oficio olivícola.Por lo tanto, se propone la creación de un Parque Patrimonial que permita la puesta en valor y la preservación del Paisaje de los Olivos de Huasco Bajo, a través de un proyecto de Arquitectura del Paisaje.
- ItemConstruyendo Conexiones: La transformación arquitectónica de la manzana del Banco de Chile(2024) Padilla Flores, Esteban Ignacio; Hevia Garcia, Guillermo Julio; Hamilton Miranda, Diego Jose; Pontificia Universidad Católica de Chile . Facultad de Arquitectura, Diseño y Estudios urbanosEsta tesis investiga la manzana donde se ubican las oficinas centrales del Banco de Chile en Santiago. Durante casi un siglo, el banco ha adaptado y conectado los edificios en esta área para crear un edificio-manzana, una unidad mayor compuesta por unidades pequeñas con diferentes características arquitectónicas adaptadas a usos no previstos originalmente. La tesis también aborda la alta densidad del centro de Santiago y propone usos complementarios con actividades deportivas para mejorar el entorno laboral de los empleados del banco y de la ciudad, explorando cómo a través de la arquitectura se puede incorporar el deporte en zonas urbanas densamente pobladas, abriendo la discusión para otros áreas del centro de la ciudad.
- Item¿De la “joya del pacífico” al Valparaíso “decadente”? Ideología, materialidad y vida cotidiana en la Geografía de la urbanización porteña (1931-2023)(2024) Vergara Constela, Carlos ; Hidalgo, Rodrigo ; Pontificia Universidad Católica de Chile. Facultad de Historia, Geografía y Ciencia PolíticaBajo la perspectiva epistemológica de la producción del espacio, se propone un marco teórico referencial proveniente desde la geografía urbana marxista para estudiar el proceso de la urbanización en la ciudad de Valparaíso durante los últimos 90 años. Éste se analiza bajo su consideración como una totalidad abierta estructurada en función de una triada compuesta por lo ideológico, lo material y lo cotidiano, elementos que están en permanente movimiento. Metodológicamente se realiza una aproximación que combina técnicas de producción de datos cuantitativa y cualitativa. Respecto a lo primero se realizó un análisis estadístico a los Censos de Población y Vivienda, Industriales y Comerciales, como también a estadísticas provenientes del Servicio de Impuestos Internos. Respecto a lo cualitativo, se adoptó una perspectiva etnográfica que privilegió la observación, la cual, en algunos casos, devino en catastros específicos, donde se entremezcló con la estadística secundaria. Aquello no implico la no consideración del análisis documental de prensa, música, literatura, archivos fotográficos. El material fue analizado mediante análisis estadístico, análisis cualitativo estructural de discurso y análisis cartográfico. En función de ello se presentan tres grandes capítulos de análisis. El primero, donde se da cuenta de la estructuración ideológica que ha fundamentado la urbanización, el segundo, donde se discute el carácter periférico de la ciudad, a propósito de sus viscisitudes económico-políticas, y el tercero, donde se aborda la vida cotidiana en la ciudad, dando cuenta de ritmos, atmósferas, pertenencias y campos ciegos. Se concluye discutiendo el estado actual del proceso de urbanización de Valparaíso en función de la interacción constante entre los elementos que conforman esta triada.
- ItemDesign of urban distribution systems using public transport services(2024) Azcuy Fuentes, Irecis Lazara; Giesen Encina, Ricardo; Pontificia Universidad Católica de Chile. Escuela de IngenieríaEl crecimiento de las ventas con entrega a domicilio ocasiona mayores retos para las operaciones de la última milla. Las consecuencias de no consolidar las entregas en un solo lugar implican (i) mayores costos de distancia debido a la dispersión geográfica de los clientes, (ii) menor eficiencia debido a que los clientes requieren recibir sus entregas lo más rápido posible, ocasionando mayor flota y viajes de vehículo de última milla. Como resultado, aumentan los niveles de congestión y contaminación en las ciudades. Mundialmente, la tasa de crecimiento del comercio electrónico ha sido de un 23 por ciento en los últimos cinco años anteriores a 2021 (Statista, 2023b). En Chile, dicha tasa es del 31 por ciento (Statista, 2023a), siendo alrededor del 87 por ciento entregas con destino a domicilio (Statista, 2022). A su vez, la operación en la última milla es muy difícil con el aumento de la congestión, en especial cuando las entregas son sensibles al tiempo. En Santiago de Chile, producto a la congestión, los tiempos de viaje han sido en promedio entre 38 y 48 por ciento más largos en comparación con condiciones sin tráfico (Galetovic, 2006). Los tiempos de viaje no parecen mejorar por el incremento de vehículos en la ciudad (Zegras, 2010). Otro fenómeno que impacta en la eficiencia de la última milla, es la tendencia mundial a reubicar los centros logísticos cada vez más lejos de los centros de consumo urbano. Este efecto ocasiona un aumento de la distancia y por ende los tiempo de viaje hacia los consumidores, ocasionando mayores costos de transporte y tráfico en zonas residenciales (Dablanc & Rakotonarivo, 2010). En esta tesis doctoral, analizamos un sistema de distribución a dos niveles en colaboración con los servicios de transporte público como alternativa para mejorar la eficiencia y reducir los costos asociados a las entregas a domicilio. El uso de servicios de transporte público en el primer nivel hasta determinadas paradas designadas puede ayudar a evitar el tráfico urbano por el acceso que tienen muchos de estos servicios a vias prioritarias, al mismo tiempo que se aprovechan eficientemente una red de transporte público existente. Posteriormente, una vez dentro de las áreas urbanas, se pueden utilizar vehículos de última milla más pequeños para cubrir la distancia restante desde las paradas de servicio de transporte público hasta los clientes finales. El objetivo general de esta tesis doctoral es evaluar bajo qué escenarios de demanda en cuanto a densidad de entregas, oferta de transporte público y servicios de entrega, la integración del transporte público en la logística urbana permite reducir los costos de distribución frente a enfoques tradicionales como los sistemas de envío directo. Esta tesis doctoral presenta una metodología para evaluar los beneficios de este esquema integrado desde la perspectiva del proveedor logístico, y desde un enfoque de planificación estratégica. Desarrollamos modelos matemáticos de programación lineal entera mixta que representan el problema de ubicar las estaciones de transferencias en paraderos, con el objetivo de minimizar los costos operativos de última milla. La tesis doctoral aporta ideas sobre como diseñar la red de estaciones de transferencia, a partir de modelos analíticos y matemáticos. Curiosamente, nuestros modelos analíticos se alinean con nuestro modelo matemático de programación lineal entera y ofrecen valiosas aportes sobre las decisiones estratégicas de localización para el uso de una ruta de transporte público y eligiendo una estación de transferencia. Realizamos un amplio análisis de sensibilidad para una topología de red de transporte público de una sola ruta de servicio y una ruta de servicio bifurcada. Para esta última topología, aprovechamos métodos de aproximación continua para estimar los costos de ruteo con el fin de centrarnos en un análisis a mayor escala. En base al modelo matemático y el enfoque de solución, realizamos un caso de estudio experimental que considera información precisa sobre los servicios de transporte público y los tiempos de viaje dentro de la ciudad de Santiago de Chile. Estimamos el funcionamiento de las entregas de comercio electrónico basándonos en datos de la ciudad. En todos nuestro análisis, evaluamos los ahorros de este sistema integrado en comparación con el caso de distribuir sin usar los servicios de transporte público. Tras un exhaustivo análisis de sensibilidad, la tesis doctoral destaca las condiciones más aconsejables para involucrar al transporte público en las entregas de última milla. Verificamos que planificar eficientemente la ubicación de estaciones posibilita lograr ahorros con respecto a entregar directo desde el centro de distribución, de alrededor de un 7 por ciento en condiciones de flexibilidad de los tiempos de entrega. Dichos ahorros están directamente relacionados a la operación del transporte público en condiciones de plazos ajustados. En general, los resultados sugieren que el uso de una red de tránsito segregada del tráfico urbano congestionado en parte del trayecto podría permitir contrarestar los elevados costos de los pequeños envíos que requieren entregas rápidas a domicilio. Sin embargo, antes de emprender este nuevo esquema de colaboración, es esencial evaluar en profundidad los costos por uso del transporte público. En nuestros análisis hemos ignorado estos costos, ya que éstos dependen de una negociación y de un análisis costobeneficio por parte de ambos operadores. No obstante, analizamos una cota inferior de los costos de operar estos sistemas que sirve como punto de partida para orientar el proceso de implementación de un sistema de colaboración con el transporte público en las ciudades.

Escuela de ArquitecturaEsta investigación explora las dinámicas del comercio informal en el contexto de proyectos de regeneración urbana vinculados con el eje Alameda Providencia en Santiago de Chile. El comercio informal se manifiesta como un problema que, pese a sus desafíos, presenta oportunidades únicas para reevaluar las estrategias y planificación para el desarrollo urbano sostenible. En este contexto, se propone un análisis detallado sobre cómo la masificación del comercio informal impacta en la configuración y calidad del espacio público en Barrio Meiggs. Se buscan identificar atributos dentro de las dinámicas operativas del comercio en la vía pública que permitan el desarrollo de estrategias para la integración del fenómeno en el tejido urbano y social del barrio. Mediante la propuesta de soluciones arquitectónicas receptivas y el diseño de un modelo de gestión diferente, esta propuesta busca una aproximación que reconozca la importancia de adaptar las prácticas de planificación urbana vigentes, para responder a la interrogante de si es posible que una incorporación intencionada del comercio informal y sus atributos pueden impactar de forma positiva en el desarrollo de proyectos de regeneración urbana. A través del análisis y trabajo realizado en Meiggs, este trabajo aspira a contribuir significativamente al debate sobre cómo la planificación urbana puede abordar los desafíos en relación con el manejo del comercio informal en las calles de manera efectiva.

Facultad de Arquitectura, Diseño y Estudios UrbanosLa sociedad chilena, reconocida por su variada composición actual, ha experimentado transformaciones en la estructura familiar, alejándose del concepto tradicional de la familia nuclear. Según el Censo de 2017, aproximadamente el 49,5% de los hogares no se ajusta a esta estructura.El poder legislativo refleja estos cambios culturales, evidenciados por el aumento en la protección de los derechos de las minorías sociales y culturales. A pesar de estos avances, persisten la discriminación y la resistencia a aceptar plenamente la diversidad.En esta misma línea, el término “inclusión” busca resaltar positivamente la diversidad como un factor determinante para la convivencia en sociedad. Esto abarca desde las formas de relacionarse hasta la oportunidad de participación de cada individuo en diversos ámbitos de la vida. Surge la interrogante sobre cómo promover la inclusión en la sociedad para convivir con dicha diversidad.Desde la perspectiva arquitectónica, se critica la política de diseño habitacional en Chile desde la implementación del neoliberalismo hasta la actualidad. Esta crítica es esencial para comprender los efectos restrictivos del diseño en la diversidad de modos de vida de las personas y la falta de incentivos para promover comunidades más fuertes y cohesionadas.La investigación propone estrategias para lograr mayor inclusividad, destacando la importancia de incentivar formas diversas de relaciones sociales y diversificar los espacios que complementen la vivienda en las prácticas cotidianas. Posteriormente, se centra en el diseño de espacios de transición desde lo privado hasta lo público, incentivando la vida cotidiana en diferentes escalas y con diversas formas de relaciones sociales. Además, se exponen estrategias de diseño como la distribución de los espacios colectivos, atmósferas y flexibilidad espacial que fomentan el uso diverso de los espaciospara las prácticas cotidianas.Finalmente, a través de la investigación teórica, se presenta una propuesta de diseño en un terreno anteriormente ocupado por un conjunto de Bloques C demolido (política de diseño neoliberal), denominado Población Vicuña Mackenna en Rancagua. El desarrollo proyectual se centra principalmente en los espacios colectivos y públicos, prestando atención a los traspasos de escala y la variedad de espacios que permitan múltiples prácticas de apoyo a la vida cotidiana.

Facultad de Arquitectura, Diseño y Estudios UrbanosTodos los museos tienen espacios dedicados al almacenaje de sus colecciones, conocidos como depósitos. Estos son esenciales para proteger la integridad y valor patrimonial de los objetos, aunque son desconocidos para el visitante común. Mientras las exposiciones muestran solo una parte de las colecciones, los depósitos acumulan numerosos artefactos, generando problemas como falta de espacio, dificultades de almacenaje y preservación, y la imposibilidad para el visitante de acceder a todas las piezas de orden patrimonial y público. Esta investigación se centra en la búsqueda del equilibrio entre espacio de exhibición y depósito, difuminando la línea entre ambos para que las colecciones sean más accesibles. Esta integración, similar a los antiguos gabinetes de curiosidades, permite entrelazar objetos y conocimientos de distintos museos, creando nuevas narrativas y perspectivas museales. La apertura de los depósitos al público articula nuevas relaciones con los espacios públicos y mejora la comprensión del territorio y sus comunidades, proponiendo una nueva visión del museo contemporáneo que intensifica su rol educativo, cultural y social.
- ItemEntre la escasez y la inundación: renovación del borde río: el caso de la comuna de La Calera(2024) Guadalupe Mendoza, Milagros Soledad; Río, Javier del; Zilleruelo, Guillermo; Pontificia Universidad Católica de Chile. Escuela de ArquitecturaEsta investigación analiza la ruptura de la relación ciudad-río, en un contexto de vulnerabilidad hídrica, debido principalmente al cambio climático y la alta demanda hídrica en Chile. Se busca indagar sobre las causas de la escasez e inundación del río Aconcagua, y como esto afecta a los asentamientos urbanos próximos a su cauce, haciendo un énfasis en los bordes fluviales. En este contexto de estrés hídrico de la cuenca del Aconcagua, se escoge como caso de estudio a la ciudad de la Calera, por su condición de sequía con 15 decretos de escasez de agua actuales, y por su ubicación geográfica, siendo la única ciudad atravesada por el río en la cuenca, lo cual la hace más vulnerable a inundaciones históricamente. El objetivo de la investigación es buscar diversas estrategias proyectuales, que contribuyan a mitigar el riesgo de posibles inundaciones y reducir la escasez del río. Un proyecto de renovación urbana en el borde río de la ciudad de La Calera, puede reestructurar el borde a modo de reactivar la relación socioespacial ciudad-río.

Facultad de ComunicacionesEl proyecto titulado "Estrategia comunicacional para la Municipalidad de La Florida" tiene como objetivo mejorar la percepción del trabajo municipal en el sector precordillerano de la comuna, donde residen 35 mil habitantes de nivel socioeconómico medio-alto. La Municipalidad, liderada por el alcalde Rodolfo Carter y un Concejo de diez miembros, tiene un presupuesto anual de $175 mil millones de pesos. Sin embargo, las políticas municipales se han enfocado en las zonas más vulnerables, desatendiendo al sector precordillerano, lo que ha generado descontento y un sentimiento de abandono entre los vecinos, quienes se han organizado en movimientos críticos de la gestión.El plan de acción incluye la identificación de los stakeholders clave, como actores políticos, vecinales e institucionales, que son fundamentales para la resolución del problema. La estrategia de solución busca implementar un modelo de gestión y comunicación territorial que involucre a las unidades vecinales N° 1 y 2. Se proponen tres líneas de trabajo a desarrollar en seis meses: incluir a los dirigentes vecinales en la toma de decisiones, abrir canales de comunicación comunitarios, y fortalecer los recursos humanos y tecnológicos para mejorar la gestión municipal.Los focos de trabajo se dividen en tres enfoques principales: vinculación, para mejorar el diálogo entre los dirigentes y las autoridades; comunicación, para aumentar el conocimiento y satisfacción con los coordinadores territoriales; y planificación, para incrementar la confianza y el número de solicitudes atendidas en la gestión territorial. Estos enfoques estarán acompañados de indicadores clave de desempeño (KPI) tanto tácticos como estratégicos para asegurar el éxito del proyecto.

Se Identificaron problemas como la baja inversión en proyectos y la falta de contacto e interacción con los vecinos. Se establece que el objetivo del plan comunicacional, es implementar un modelo de gestión y comunicación territorial para la Municipalidad de La Florida que permita mejorar la percepción del trabajo municipal con los vecinos de las U.V. N° 1 y 2.Para alcanzar el objetivo propuesto, se definen 3 lineamientos de trabajo a desarrollar en 6 meses.Incorporar a dirigentes vecinales en espacios de toma de decisiones.Abrir canales de comunicación comunitarios para la gestión de asuntos barriales.Potenciar recursos humanos y tecnológicos para la gestión municipal en el territorio.El plan de Vinculación propuesto tiene tres fases:Apertura, Consolidación y Balance, y su objetivo es mejorar la participación y colaboración entre todos los involucrados, facilitando la toma de decisiones y fortaleciendo la gestión municipal. Se propone involucrar a los dirigentes vecinales en la toma de decisiones, inspirado en el programa "Quiero Mi Barrio", que ha demostrado éxito en mejorar barrios a través de la participación activa de la comunidad.

Facultad de Arquitectura, Diseño y Estudios Urbanos. Escuela de ArquitecturaEn los últimos años, Chile ha experimentado un potente fenómeno migratorio desde las ciudades hacia las zonas rurales. Este hecho ha generado una fuerte presión en el sector inmobiliario, con un aumento exponencial en el número de parcelas rústicas destinadas a la construcción de viviendas. Los impactos de esta forma de urbanización son múltiples y complejos, incluyendo la pérdida de suelo productivo y de las tradiciones rurales; la desarticulación del espacio urbano; la profunda afectación en la oferta de servicios básicos como el agua potable; y -quizás lo más preocupante- un impacto incuantificable en la biodiversidad del paisaje rural chileno que ha supuesto la deforestación de bosque nativo, la destrucción de humedales y una brutal fragmentación de ecosistemas.Para observar este macro escenario a escala humana, comprenderlo, explicarlo y proyectarlo, se utilizará como caso de estudio el fenómeno de la “Selva Costera Valdiviana”, un territorio que se ha convertido en un lugar de gran interés para construir y vivir debido a sus atractivos paisajísticos y su ubicación privilegiada, bondades que han impulsado una subdivisión descontrolada de sus zonas rurales, trayendo consigo la fragmentación del bosque nativo, comprometiendo la conservación del suelo, vulnerando la población de flora y fauna local, y dañando seriamente los sistema de suministro de agua potable. Todo ello ha perjudicado no solo el potencial turístico de la zona y su belleza escénica, sino también -muy especialmente- la supervivencia de la vida y de las especies endémicas.En este contexto, se advierte el enorme desafió de asegurar el real ejercicio de los derechos consagrados en el artículo 19 de la Constitución Política de Chile: el derecho a la propiedad y el derecho a vivir en un medio ambiente libre de contaminación.En el caso de estudio, así como en los distintos escenarios del fenómeno migratorio a nivel nacional, salta a la vista la aparente incompatibilidad entre el poder efectivo de adquirir y habitar una propiedad, y los daños al medio ambiente causados por los proyectos inmobiliarios que responden a esa prerrogativa.Así las cosas, en este trabajo se propondrán una serie de estrategias de subdivisión predial que tengan en cuenta el paisaje como elemento articulador, que aborden la conservación, la intervención en el territorio, así como la planificación de edificaciones e infraestructuras de manera integral, considerando criterios ecológicos, productivos y comunitarios. Sin falsas pretensiones, esto debería sentar las bases de un modelo de desarrollo de zonas rurales que contribuya a subsanar la defectuosa normativa actual.
- ItemEvolución, obsolescencia y rehabilitación de un edificio residencial aristocrático excepcional. Facultad de Arquitectura, Diseño y Estudios UrbanosEsta tesis investiga el surgimiento, evolución y obsolescencia funcional de las grandes residencias aristocráticas del trapecio fundacional de Santiago, construidas desde mediados del siglo XIX hasta principios del siglo XX. Estas estructuras han caído en desuso debido a cambios sociales, económicos y tecnológicos, lo que ha provocado que muchas de estas residencias estén en ruinas o abandonadas, sin ser reutilizadas o rehabilitadas.La investigación toma el caso de la Casona Puyó, un edificio excepcional, al ser el primer departamento de renta para la clase alta en la ciudad. Se propone una intervención topológica del inmueble por medio de una nueva circulación que reconoce la Casona como un solo proyecto, pero otorgándole a los departamentos la capacidad de operar de forma independiente. Esta estrategia permite la adaptación de la Casona Puyó a diversas funciones y usos contemporáneos, donde además de revitalizar el inmueble, contribuye a resaltar su valor patrimonial y arquitectónico.La investigación sostiene la importancia de la preservación de los valores y atributos del inmueble, manteniendo así́su vinculación con el arte, tal como lo ha hecho históricamente bajo el legado de Inés Puyó, pero al mismo tiempo teniendo el potencial de adaptarse a nuevos usos según las necesidades cambiantes de la sociedad.La implementación de esta estrategia facilitaría la preservación económica sostenible a largo plazo, gracias a la multifuncionalidad de los distintos departamentos, siendo un proyecto patrimonialmente sustentable.

Instituto de SociologíaLos movimientos laborales y sus organizaciones, cuya influencia ha sido significativamente determinante para la conformación del actual panorama social y político en América Latina, son caracterizados usualmente por la literatura como actores sociales que presentan ante la esfera pública un programa de lucha y un repertorio de acción colectiva en defensa de los intereses de la clase trabajadora. Sin embargo, la visión tradicional suele ensombrecer las dinámicas internas de estas organizaciones, las cuales modelan su fisonomía por medio de extensos y complejos procesos de negociación implícita entre los diferentes subgrupos que conviven en el interior de ellas. La presente investigación arroja luz sobre las formas, detalles y estructuras que ha adquirido recientemente el faccionalismo en de dos de las centrales sindicales más importantes de la región: el PIT-CNT uruguayo y la CUT chilena, ambas en un contexto de recuperación democrática y profunda transformación socioeconómica. Además de describir pormenorizadamente y establecer una narrativa comparativa de ambas trayectorias en diferentes aspectos del problema, este trabajo argumenta y prueba, haciendo uso de herramientas de process tracing, que el faccionalismo en ambas centrales se ha constituido primordialmente de manera isomórfica respecto al sistema político de partidos; y que la mayor prevalencia de cismas en el caso chileno se asocia con el desenraizamiento social del sistema de partidos en dicho país. Estos hallazgos y conclusiones contribuyen a alentar la discusión acerca del rol de las organizaciones sociales, sus características, el desarrollo de sus tensiones internas y la importancia de sus vínculos con la política institucional.
