This essay explores the paradoxes of social cohesion in Latin America, with social cohesion being understood as the force that keep societies united and allow individuals to become integrated to them. We argue that social cohesion relies on three spheres: the market, the political community, and the civil society. We compare Latin America with the developed democracies of the North and suggest that the former has problems for producing social cohesion -and yet Latin American societies do not disintegrate.
On the basis of this diagnostic we present, for each sphere, a specific paradox and a tentative answer. 1) Regarding the market, how is it possible that in a very unequal region with little occupational mobility, most people believe that socioeconomic differences result from individual rather than structural factors, and that they also believe that they and their children will move upward in the future? Our tentative answer combines the drastic expansion of educational credentials, high labor informality, and the historical weakness of labor unions and parties. 2) Regarding the political community, how can political institutions persist given their weak performance and the lower levels of citizen participation and institutional trust? Our answer considers the cohesive role of national identity and the clientelistic and personalistic political tradition in the region. 3) Regarding civil society, how is it possible that Latin Americans are not more intolerant to others than citizens of the developed North, given their lower levels of interpersonal trust and associational membership? Our answer is based on the historical weakness of ethnic, international, and religious conflicts in Latin America.
