- ItemUn análisis de las elasticidades precio de la demanda de alimentos tras una reforma fiscal : el caso de México(2018) Alonso Magdaleno, David Ángel; Melo Contreras, Óscar; Pontificia Universidad Católica de Chile. Facultad de Agronomía e Ingeniería ForestalEl objetivo de la siguiente investigación es contribuir a determinar el efecto potencial que la reforma fiscal en alimentos y bebidas (2014) ha tenido en México. Para este fin se calcula un Sistema de Demanda Cuasi Ideal Cuadrático (QUAIDS), se derivan las elasticidades propias y cruzadas de los siguientes alimentos: 1. refrescos (sodas), 2. bebidas azucaradas , 3. agua natural y mineral, 4. leche, 5. dulces y golosinas, 6. snacks , 7. azúcar , 8. snack tradicional. Las estimaciones se establecieron a nivel municipal, se puso énfasis en el consumo de sodas puesto que esta bebida acapara aproximadamente el 29% de gasto familiar en el grupo de alimentos en consideración. Se obtuvieron elasticidades precio de la demanda similares a las de las investigaciones pasadas, en el caso de las sodas fue -0.907 y -0.960 en bebidas azucaradas, es decir, por cada aumento del 10% en precios el consumo de dichas bebidas cayó 9.07 y 9.60 respectivamente. Otro hallazgo destacable es que el aumento del precio de sodas y bebidas azucaradas está estrechamente relacionado con un aumento en el consumo de agua natural y embotellada; esto es, por cada incremento de 1% en el precio de sodas y bebidas azucaradas, el consumo agua natural y embotellada aumenta 0.244%. No obstante la aparente disminución de las sodas y bebidas azucaradas después de la introducción del impuesto, se puede apreciar que esta caída se ha visto compensada por el aumento en bebidas de preparación casera y jugos con alto contenido en azúcar. Situación que confirma las suposiciones de investigaciones previas.
- ItemAtracción de divisas mediante la promoción de exportaciones : un caso de estudio de pro Ecuador.(2019) Quintero Herrera, Jonatan Alberto; Arriagada Cisternas, Rodrigo; Pontificia Universidad Católica de Chile. Facultad de AgronomíaEcuador depende en gran medida del ingreso de divisas fruto de las exportaciones, históricamente el país ha sido exportador de petróleo y derivados, así como de un grupo reducido de productos agrícolas. PRO ECUADOR, nace con el objetivo de promover y diversificar la oferta exportable de la nación, esta institución a través de múltiples programas presta apoyo a las firmas interesadas para que estas se introduzcan en el mundo del comercio exterior, corrigiendo así algunas fallas de mercado. La evidencia empírica ha demostrado que las Agencias de Promoción de Exportaciones impactan de manera positiva, pero hasta el momento no se cuenta con un estudio de caso de Ecuador. Este trabajo utiliza datos de las exportaciones de Ecuador detalladas por exportador, producto y destino durante el periodo 2009-2018, e implementa un modelo de estudio de eventos y matching para evaluar el impacto sobre las empresas exportadoras que participaron de actividades de promoción de exportaciones a cargo de PRO ECUADOR. Se encontró que existe un efecto positivo del programa en aumentar las exportaciones y diversificar mercados, no obstante, el impacto es ambiguo o incluso nulo al momento de diversificar productos.
- ItemContribución del crecimiento agrícola al alivio de la pobreza en Paraguay.(2019) Quiñonez Florentín, Fabrizio; Anríquez Nilson, Gustavo; Pontificia Universidad Católica de Chile. Facultad de Agronomía e Ingeniería ForestalLa agricultura posee una participación importante en la economía de Paraguay, sin embargo, existen factores claves que la caracterizan como la concentración de tierras y un alto nivel de mecanización en las labores agrícolas debido a sus principales cultivos. ¿Representan estos factores un obstáculo para que el sector agrícola desempeñe un papel importante en el alivio de la pobreza? Para abordar esta pregunta se mide el efecto de la actividad agrícola construyendo índices de producción. Adicional a lo anterior, se desglosa los índices por tipo de agricultura (tradicional y mecanizada) y tipos de cultivos (temporal y permanente) planteando en todos los modelos la producción de soya de forma independiente, excluyendo el cultivo mencionado de los demás índices. Se utilizan datos de panel con microdatos de la Encuesta Permanente de Hogares periodo 2000 a 2016 y Síntesis Estadística del Ministerio de Agricultura para información sobre cultivos. Aplicando regresiones con modelo lineal de efectos fijos, Arellano Bond y SUR, se obtiene que en Paraguay la agricultura no desempeña un papel significativo en el alivio de la pobreza, posiblemente debido a su modelo de producción.
- ItemEvaluación del impacto socioeconómico de la implementación del Sistema Nacional de Áreas Silvestres Protegidas del Estado (SNASPE)(2023) Toledo Puga, Cristopher Adrián; Arriagada Cisternas, Rodrigo; Pontificia Universidad Católica de Chile. Facultad de Agronomía e Ingeniería ForestalEl compromiso de Chile con la protección de la biodiversidad se ha demostrado al suscribir el nuevo Plan Marco Mundial de Biodiversidad en Kunming-Montreal. Este plan da continuidad al Plan Estratégico para la Diversidad Biológica 2011-2020 y las Metas Aichi. Entre las 23 metas de este nuevo acuerdo global al 2030 se encuentra la conservación del 30% de la superficie del planeta. El establecimiento de un área protegida es uno de los mecanismos más aplicados para lograr la conservación de la biodiversidad. Sin embargo, es importante analizar cómo se vinculan los objetivos de protección de la biodiversidad y el impacto del establecimiento de las áreas protegidas en las comunidades locales. En este contexto, el presente estudio tiene por objetivo evaluar el impacto socioeconómico de la implementación del Sistema Nacional de Áreas Silvestres Protegidas (ASP) del Estado (SNASPE) en los distritos censales donde se emplaza. Para lo anterior, se elaboraron indicadores socioeconómicos a partir de datos del CENSO 2017 y 1992. Además, se aplicó una técnica de emparejamiento de covariables con estimadores de primeras diferencias. Con los resultados obtenidos, podemos concluir que la implementación de las ASP tendría un efecto socioeconómico positivo y significativo sobre las comunidades y distritos censales en donde se emplazan estas áreas, disminuyendo la precariedad de las viviendas, mejorando el promedio de años de escolaridad y aumentando el empleo en promedio entre un 2% y 12%, según los estimadores considerados.
- ItemImpuesto a los alimentos no saludables y bebidas azucaradas : ¿estrategia efectiva para combatir la obesidad?(2019) Zamora Fonck, Catalina; Melo Contreras, Óscar; Pontificia Universidad Católica de Chile. Facultad de Agronomía e Ingeniería ForestalEl objetivo de este estudio es evaluar el efecto de un impuesto del 18% sobre el precio de aquellos alimentos considerados nocivos para la salud, a partir de las elasticidades precio estimadas por un modelo QUAIDS, utilizando como base la VII Encuesta de Presupuestos Familiares (EPF 2011-2012), para los quintiles de ingresos I y II. Los grupos considerados fueron: azúcares y postres, snacks salados, SSB RTD y SSB concentrate y grasas. Se obtuvo que las elasticidades promedio reportadas fueron similares a las obtenidas por Caro et al. (2017). Respecto al escenario de simulación de un impuesto, se presenta en promedio una reducción de 1280 kcal/per cápita/mes para el grupo de azúcar y postres; para el grupo SSB RTD, en promedio, una disminución per cápita mensual de 295 kcal y, en peso corporal, una reducción anual de 506 gr per cápita. Sin embargo, estas reducciones podrían no ocurrir dado un efecto de sustitución donde el cambio neto en nutrientes críticos y calorías sería menor al estimado (sin considerar efecto sustitución) y, por ende, las reducciones en peso podrían no observarse. Por tanto, los resultados sugieren que de aplicar un impuesto, este debiera ser de un 20% sobre el precio de las bebidas azucaradas (OPS/OMS, 2014) o bien, considerar un gravamen sobre la cantidad de nutrientes críticos y calorías presentes en un alimento y/o bebida (Agostini et al., 2018)

Facultad de Agronomía e Ingeniería ForestalEn Chile, el Instituto de Desarrollo Agropecuario (INDAP) ofrece a pequeños productores agrícolas y campesinos diversos servicios de financiamiento, asesorías y capacitación; con el objetivo de contribuir en el incremento de los ingresos y mejora de la calidad de vida de sus usuarios, promoviendo principalmente el desarrollo económico, social y tecnológico. Actualmente, para este programa, no existe evidencia que avale la hipótesis de que el endeudamiento y el uso del crédito promueva efectivamente las posibilidades de obtener nuevas tecnologías agrarias, es por esto que el presente informe da a conocer una evaluación de impacto utilizando datos de una muestra del año 2015 de usuarios de INDAP, no encontrando evidencia a nivel de usuario del programa de créditos en la adopción de tecnología en procesos productivos ni de riego. Entender el comportamiento de los usuarios permite potenciarlos distintos programas que tengan como fin mejorar el bienestar de las familias.
- ItemPrimacía urbana, densidad rural y el sector agrícola(2023) Burry Riveros, Felipe Alfredo; Anríquez Nilson, Gustavo; Pontificia Universidad Católica de Chile. Facultad de Agronomía e Ingeniería ForestalEste estudio tiene como objetivo analizar el impacto de la primacía urbana y la densidad rural en el crecimiento económico, el sector y productividad agrícola en una muestra de entre 90 y 127 países. En este, se utilizan modelos de regresión para datos de panel y datos entre los años 1960 y 2015. Los resultados demuestran que la primacía urbana tiene un impacto negativo en el crecimiento económico, el sector agrícola y positivo en la productividad sectorial. Del mismo modo, la densidad rural tiene un impacto positivo tanto para el crecimiento económico como para la productividad agrícola. La investigación además encuentra que la interacción entre la primacía urbana y la educación tienen un impacto positivo para el crecimiento económico. Además, se sugiere que el exceso de primacía urbana puede generar efectos negativos en el crecimiento económico y que la densidad rural tiene impactos positivos en el sector agrícola. Estos hallazgos sugieren que las políticas públicas descentralizadoras podrían ser beneficiosas para reducir el impacto negativo de la primacía urbana y aumentar el impacto positivo de la densidad rural.
- ItemSostenibilidad ambiental, social y económica de las empresas que brindan servicios de agua en Perú mediante la estimación del desempeño, utilizando un indicador global compuesto(2023) Alfaro Montoya, Kely; Donoso H., Guillermo; Pontificia Universidad Católica de Chile. Facultad de Agronomía e Ingeniería ForestalEl agua constituye un elemento vital para la vida en dignidad de las personas. Es fundamental para el bienestar de los ecosistemas, sociedades, economías y para el logro de los Objetivos de Desarrollo Sostenible. En el Perú el acceso al agua potable es considerado un derecho fundamental y su gestión está regulada por la ley de recursos hídricos de manera multisectorial, multinivel y multiactor. La SUNASS es el ente regulador de las empresas prestadoras de servicios de agua potable y saneamiento (EPS). En el documento evaluamos a las 50 EPS que abastecen al 71.5% de la población urbana considerando un indicador global compuesto mediante la metodología de estadística no paramétrica a fin de establecer un ranking y compararlo con el ranking propuesto por el ente regulador en Perú, que utiliza una metodología diferente. La evaluación del desempeño es una práctica que beneficia tanto a las EPS, las entidades reguladoras y la población en general a fin de conocer la eficiencia de un sector estratégico y conocer qué variables condicionan esa eficiencia.
- ItemSpurious Regressions in Agricultural Commodities Price Modeling: Autocorrelation and Time Trend Misspecification(2024) Fuica Barrios, Andrés Antonio; Anríquez Nilson, Gustavo; Pontificia Universidad Católica de Chile. Facultad de Agronomía e Ingeniería ForestalEste estudio replica y analiza el trabajo de Roberts & Schlenker sobre los efectos del mandato de etanol en los precios de granos agrícolas, enfocándose en análisis de robustez. Se evaluaron diferentes tendencias temporales, se abordó la autocorrelación de residuos y se examinó la fortaleza de los instrumentos. Los hallazgos revelan que la elección de la tendencia temporal impacta significativamente los resultados, sugiriendo una posible especificación errónea del modelo. La presencia de autocorrelación de primer orden en los residuos genera preocupaciones sobre la robustez de los hallazgos originales. Se empleó la transformación de Cochrane-Orcutt para refinar las estimaciones econométricas, demostrando elasticidades de oferta y demanda consistentes entre diferentes tendencias temporales después de la transformación. Adicionalmente, las pruebas de instrumentos débiles indican susceptibilidad a la distorsión de tamaño en los coeficientes estimados. Este estudio enfatiza la importancia de abordar las tendencias temporales seculares y la autocorrelación en el modelado de precios de commodities para garantizar la confiabilidad y validez de las inferencias econométricas. Los hallazgos contribuyen al avance de la investigación empírica en economía agrícola y proporcionan una base para evaluaciones más precisas del impacto de políticas en estudios posteriores.Palabras clave: Modelación de precios de commodities; Análisis econométrico; Corrección de autocorrelación; Efectos del mandato de etanol; Análisis de tendencias temporales; Regresión con variables instrumentales; Elasticidades de oferta y demanda.
